Agreement on Military-Technical Cooperation between the Czech Republic and Azerbaijan signed in Baku
The agreement between the Government of the Czech Republic and the Government of Azerbaijan is designed to enhance the defence and defence industrial cooperation between the two countries and was signed by the Czech Ambassador in Azerbaijan Milan Sedláček and the Azerbaijani Minister of the Defence Industry Vugar Mustafayev.
Following on the defence agreement concluded in 2009, this iteration provides for an enhancement of defence technology cooperation between the Czech Republic and the Republic of Azerbaijan, and, at the same time, of the export of the Czech defence industry products.
“Azerbaijan has pursued independence on obsolete military armaments, equipment, and materiel. Numerous Czech industries, including the leading ones, are interested in this market and stand a good chance of success,” Czech Deputy Minister of Defence Radovan Vích said.
Azerbaijan attracts the Czech businesses by the possibility of joining tenders for upgrading armaments, equipment, and materiel. This year, the country’s defence spending will amount to close to US$ 5.1 bn. Moreover, Baku has been actively cooperating with the NATO Alliance and has steadily assigned its personnel and equipment for relief and military operations.
“Although Azerbaijan had been purchasing Czech defence materiel even before the agreement was forged, its execution will improve the conditions for the Czech defence industry to bid in the country’s military tenders. The agreement also establishes a working group as an effective platform for sharing information on the needs of the Azerbaijani Armed Forces, presenting the capabilities of the Czech defence industries, and identifying areas of possible military-technical cooperation,” Deputy Minister Vích expanded and added that the exports of Czech military materiel into Azerbaijan has grown on sustained basis. While the Czech export was worth EUR 5.5 million in 2024, it amounted to EUR 12 million in 2025.
The agreement is also meant to support the conclusion of military-technical contracts between the Czech and Azerbaijani businesses, organisations, and institutions. This can include deliveries of armaments, equipment and materiel, but also the provision of operation, repairs, and modernisation of delivered materiel, research and development and training of experts and technical personnel.
Being the most important exporter of oil to the Czech Republic in 2024, Azerbaijan already uses the products of the ERA company – a traditional manufacturer in the field of airspace surveillance and air traffic management.
