Section of the State Secretary, Ministry of Defence

The Section of the State Secretary of the Ministry of Defence is responsible for conceptual, legislative, supervisory and executive activities, as well as for professional and methodological management of the areas of personnel, education, social and salary policy, and the area of organizational matters of the civil service, service relationships of civil servants, service relationships of professional soldiers, labour-law relations of employees in administrative authorities and civilian employees, and for the preparation and issuance of service regulations within the Ministry of Defence.

It is responsible for the introduction of a quality management system in service authorities within the competence of the Ministry of Defence and for setting up a system for its continuous improvement. It is responsible for the systemization of service and work positions pursuant to Act No. 234/2014 Coll. of the Ministry of Defence as a service authority, regional military headquarters and military district authorities, for the preparation of a proposal of the organizational structure of the Ministry of Defence as a service authority, regional military headquarters and military district authorities.https://www.mo.gov.cz/armycz10adm/img/fullscr.gif

It is further responsible for determining the internal systemization of the Ministry of Defence outside the regime of Act No. 234/2014 Coll., for the area of prevention of risky behaviour in the workplace and equal opportunities of employees, for the development of the Integrated Subsystem on Service and Personnel, and for collective bargaining. It is responsible for the preparation of documents in proceedings concerning the service relationship of professional soldiers, in which the President of the Republic and the Minister of Defence act as service authorities.

It is further responsible for the management of the careers of professional soldiers assigned to systemized positions in the Ministry of Defence and in entities managed by the Ministry of Defence pursuant to Article 10(1)(q) and (r) and Articles 23 to 27, with the exception of professional soldiers subordinate to the Chief of the General Staff of the Army of the Czech Republic, the Director of Military Intelligence and the Chief of the Military Police.

It is responsible for the administration and development of the Process Model of the service authority within the competence of the Ministry of Defence. It is responsible for setting general standards of personal data protection within the Ministry of Defence and for the implementation of Act No. 159/2006 Coll., on conflict of interest, within the Ministry of Defence.

It performs state administration tasks in the area of military education, performs the founder’s duties in relation to military secondary and higher vocational schools and educational facilities established by the Ministry of Defence, and exercises the agenda of the social security authority in the field of pension insurance and service benefits of professional soldiers and the agenda of sickness insurance of professional soldiers. It is responsible for the preparation of an overview of offences pursuant to Section 110 of Act No. 250/2016 Coll., on liability for offences and proceedings thereon, and for its publication.
